Actually juking the stats is very common for the police to show a reduction in crime. If someone claims an armed robbery, then the police can question the victim until the gun goes away. "It was pretty dark are you sure he had a gun?"

The only true way to see an increase or decrease in crimes is using the murder rate. It is hard for the police to hide a body.

Reminds me of an episode of L&O:CI, where a beggar was on one the NYC cable cars asking for money, and when someone asked the beggar why he should be given money, the beggar pulled a brick out of his pocket and said "Because I have a brick."

Even though it was a TV show, such behavior seems hardly unrealistic. Makes me wonder how often such implied threats are used to encourage others to give freely.
