One, are they legal to own in Florida?

Two, how much is the permission slip from Uncle Sam to protect my hearing?

Three, can I ask somebody to lathe some parts for me legally?

Four, how hard is it to attach it to a barrel? What do I need to do to, say, my Ruger Mark III 22/45?

Finally, how much should I think about spending?

Just sounds like a fun project. I'm sure the FBI are wiretapping my house right now being that I've searched for a few references. I'd like to get a nice book so I can learn as much as possible.

I have no idea on point number one. I'm sure there's a page over at subguns.com that'll let you know though.

Two: $200 is the transfer tax on a silencer.

Three: No. They need an SOT of some type or another to make Title II weapons and they have to be transfered to you via a Class III dealer.

Four: You thread the barrel and screw it on.

Finally: Figure $400 - $600 bucks, including transfer tax, for the can and then whatever your local 'smith charges to thread the barrel.

Serbu does 'em, and they are right down the road. Give them a call. In fact, their page discusses how you go about doing everything.

At one point they had a Ruger pistol that they put an integral silencer/barrel on... I think that would be far cooler than having to screw one in. Not sure how hard they are to disassemble and clean though.

Whoops, I guess they quite doing silencers... at least they discontinued their Sirius line. They still build "too big" guns (i.e. .50bmg) and "too little" guns (i.e. SBS) hence why i like the company so much.

Pretty much what everybody else said...

There are threaded barrels out there, although I'm not sure about the 22/45.

Of course you could just get another gun, like the Walther P22, which is already threaded 1/2x28, just like the M16. Yep, there's an A2 flash hider hanging off the muzzle. It's my contribution to mall ninja-dom.

Yes, they're legal in Florida, you pay you tax to the BATFE and you're all set. Here in Jacksonville one of our local gun dealers will order one for you. They're made somewhere in central Florida, I think Tampa.

Not looking at buying one, I'm looking at making one myself. So how do I "beg for permission" from Uncle Sam? Building one doesn't mean I'll be able to buy X number of parts and have just one silencer. I may need to experiment. Do I need to pay $200 for each permutation of parts?

You see, I'd probably start off with making it out of PVC and the such to get a design started, then have custom parts made to make it more sturdy, etc. There's no way of me knowing how many parts I'm going to have laying around that could make a full silencer.

As far as having someone do some lathe work for me, why would they be required to have all kinds of licenses and stuff? Lathing an empty tube is illegal otherwise?

And the Tampa company is Serbu. I want to go there on a field trip some day.

Oh, you want to MAKE one. My guess is you have to sign you first-born over to the government, submit to weekly piss-tests, and allow a BATFE agent to live in your spare bedroom. Once you've paid all the fees and taxes, then you have to kneel down before the BATFE director, and beg for permission. Once you receive permission, you'll sign a contract stating that you understand the BATFE can file criminal or civil charges against you for whatever reason they want, including criminal negligence, improper storage or organization of your paperwork, scaring whitey, or an over-cooked steak.
