That was formerly the case.

Now it seems that they are trying to get control of other computers to help send spam.

I spent a year in the trenches reporting a ton of spam. It was modest fun, and it helped some. But in the end it didn't amount to a hill of beans.

Spammers are fairly low on the low life chain. They should be executed as well....
