What you see right there is an attempt at banning guns outright. It’s simple, really – you ‘allow’ guns, so long as they meet an impossible standard – i.e. this

11(b)  Requirements.--The Pennsylvania State Police shall
12 promulgate regulations prescribing a handgun safety performance
13 standard. The safety standard shall include the following
14  requirements:
15(1)  A handgun shall be personalized so that it can only
16 be fired when operated by that handgun's authorized user or
17 users.
18(2)  The technology establishing personalized handguns
19 shall be incorporated into the design of a handgun and be
20 part of its original equipment and not an accessory.
21(3)  No personalized handgun may be manufactured to
22 permit the personalized characteristics to be readily
23 deactivated.

That technology does not exist. If it did exist, cops would be exempt because it is known that the technology would be unreliable and somehow, cops’ lives are worth more than yours or mine. Plus, the state can’t assert control over a populace when their enforcers have shitty firearms that fail to fire because a battery died.

Not only does the technology not exist, this bill demands that your current firearm be retrofitted with nonexistent technology or be turned in

7(a)  Noncompliant handguns prohibited.--On or after four
8 years from the date of the adoption of the original safety
9 standard by the Pennsylvania State Police, no handgun that fails
10 to meet the standard may be manufactured, possessed, sold,
11 offered for sale, traded, transferred, shipped, leased,
12 distributed or acquired in this Commonwealth.

Again, the magical thinking kicks in with the gun banners. They assume that somehow, guns are complex machines that are impossible to manufacture with staple guns and steel pipes. If we make guns impossible for criminals to fire, there’s no way they could ever get a hold of functioning firearms, right? Ever?

I challenge anyone to show me how this will reduce crime. The best you can hope for is preventing 1 or 2 shootings per year where someone grabbed a civilian’s gun from them (not fatalities, either – just shootings). Cops will not use the tech and thus they will continue to lose firearms to criminals via wrestling with them or just leaving them in their cars where they’re stolen all the time.

This is a blatant attempt to ban firearms, anyone who says differently is a filthy liar.
