Actually, a drivers license did not begin as any sort of certificate of competency. It was proof of payment of a tax on road use. It was not until the 1930's that a minimal vision test (look in the box and tell me which corner the rabbit is in) was given, and driving demonstrations started around 1935.

Given the perfunctory driving demonstrations that are usually required, I would say that is still the case.

OTOH, I figure that if the government got out of the licensure business, the auto insurance companies would be right in there behind them; and they'd actually require a demonstration of competence, repeated evry few years...
