I am armed when I go to the bank. Laws that would bar me from doing so do not stop thugs like this guy. 155 grain projectiles at >1000 fps do a pretty go job of stopping them, though.
No amount of gun control though can compare to the effectiveness of brainwashing people to be helpless and rely on the police for protection. And that's fucking scary.
Unless you are positive that guy wouldn't turn around and shoot you, I dunno if it's worth the risk.

From the photo, I don't see this guy threatening anyone with his gun. He's more in danger of shooting his own balls than anything else.
I see a disconnect here. The guy with the knife at your throat is threatening you. The guy with the gun is not if he doesn't point it at you. This is a distinction open carriers try to make all the time and I'm surprised you would not see the difference.

The cops don't stop these things inside the bank! They wait until the bad guy walks out the door, then they surround him in the parking lot. Or they arrest him at home or work a few days later.
Banks have insurance for this kind of thing. That's why they don't invest more money on security.

If the police pull up to the bank and they see you racing around shooting your gun, I'm not sure they won't see you as a threat.

I think it's terribly immature to argue "what she should have done was this," based on a still photo. We have no idea what she was thinking or feeling.
I am quite certain that the family and friends of the two dead bank tellers in Alabama were comforted by the knowledge that those two people were part of the "only" 4% of bank robberies that include violence...

No don't belive that being born in a certain geographic loaction, something I had no choice about, makes me in anyway beholden to that particular area of dirt or the people who live there.
