This Fail Blog post (and I don't know the veracity of it) is about as useful as pretty much every gun law out there
A recently passed anticrime law requires criminals to give their victims 24 hours notice, either orally or in writing, and to explain the nature of the crime to be committed.
The sad thing is that while I'd expect 99.999999% of humanity to see this as a joke of a concept, I've been repeatedly reminded that plenty of people can't logically comprehend why that wouldn't work. However, I continue to play the role of Sisyphus and try my damndest to get this stone up to the top of the hill.
Requiring things like reporting stolen guns, registration, waiting periods, and even background checks for private transfers (i.e. the mythical 'gun show loophole') are just as logical as asking a criminal to give 24 hour notice before he commits the crime. What you are relying on is the criminal's honesty and willingness to follow the law.
Instead, what you end up with, is a patchwork of tens of thousands of laws that the common citizen cannot possibly comprehend and then, due to the inability to comply with said patchwork, you create criminals. Of course, this is a feature to the power hungry and not a bug, but to the people who support gun laws and elect those who enact them, you have no logical basis for doing so.
Well, you have about as much logical basis as passing a law requiring criminals to provide 24 hour notice to their victims.
