One thing I like to ask people when they start spouting off over "there outta be a law...!" is: Is it worth shooting a guy over?
Mr Gangapuram was apparently arrested and detained by an armed agent of the state. If he had resisted or run, he could very well have been shot to death for watering his lawn wrong.
Eventually, the only power the state has is lethal force. Every rule or regulation we ask it to enforce is backed up by men with guns. Is lawn watering worth this guy's life?

while i'm not a fan of "there outta be a law ... " BUT what do you do when you have a city (town) whatever where the water supply is severly limited? AND some people can't exercise the required amount of commonsense necessary to self-regulate their usage. Watering at mid-day is not a good idea!!!
We have water restrictions here pretty much year round AND although we're having a very wet winter the govt has just imposed a 2 month sprinker ban because people can not be bothered turning off their sprinklers even if it is bucketting down outsides.

Julie, when a resource is scare, you increase the cost of it. When watering your lawn costs $700 a day, you're more than likely not going to do it.
Basic economics cures many ills.

Yeah, and I especially like it when they tell me I can't use water from MY WELL to water my newly laid grass or keep my trees and plants from dying.
These unelected clowns have decided that they own all the water in the ground.

Robb, that would work if you could separate 'water for watering lawns' from 'water for drinking' .. i'ld hate to have to pay $700 a day for drinking water.

Julie, you wouldn't. Watering your lawn uses hundreds of gallons of water. Drinking water uses cups.

Robb's right: it's easy to price the stuff so hugely excessive use - like watering the lawn - is expensive, but drinking is still trivial. You can have tiered pricing, similar to electricity but with the first N gallons included in your basic charge, then everything beyond that costing a bit more. Drinking water would never amount to more than a tiny fraction of a penny each day, a long shower or a bath probably wouldn't approach $1, but sprinkling a lawn would cost enough to make you think twice in times of peak demand.
